Two things are interrelated in a statement. I think the first step the government should spend more money to improve the way first because the roads and highways that would make a nice convenience to go through a variety of vehicles and also for pedestrians.

If the government improve public transport but not matched by the quality of roads and highways are good it will be in vain.
